評價(jia)工作(zuo)的通(tong)知(zhi)》答記者問(wen)
日前,人力資源社(she)會(hui)保(bao)障部(bu)制(zhi)定出臺《關(guan)于支持企業大力開(kai)展(zhan)技(ji)能人才(cai)評(ping)價工(gong)作的通知》(以(yi)下簡(jian)稱《通知》)。記者就有(you)關(guan)問題采訪了人社(she)部(bu)有(you)關(guan)負責同志。
問:《通(tong)知(zhi)》出臺的背景和意義是什么?
答(da):2019年9月,習近(jin)平(ping)總書記對(dui)技(ji)(ji)能人才(cai)工作作出重要(yao)指示,強調要(yao)健全技(ji)(ji)能人才(cai)培養、使用、評價(jia)、激勵(li)制(zhi)度。技(ji)(ji)能人才(cai)評價(jia)是技(ji)(ji)能人才(cai)工作的重要(yao)組成部分,我國先后通過推行工人技(ji)(ji)術等級(ji)考(kao)核、職業資格等制(zhi)度對(dui)勞動者實施(shi)職業技(ji)(ji)能考(kao)核評價(jia)。
2019年12月(yue),國(guo)務(wu)院常(chang)務(wu)會(hui)議決定(ding)(ding),分(fen)步取消水(shui)平(ping)評(ping)價類技(ji)(ji)能(neng)人(ren)員職業(ye)資(zi)格,推行社會(hui)化職業(ye)技(ji)(ji)能(neng)等級認定(ding)(ding)。按(an)照黨中(zhong)央、國(guo)務(wu)院“放管(guan)服”改革(ge)要(yao)求,加快政府職能(neng)轉變,充(chong)分(fen)發(fa)揮市場在(zai)資(zi)源(yuan)配置中(zhong)的決定(ding)(ding)性作(zuo)用,激發(fa)市場主體活力,人(ren)力資(zi)源(yuan)社會(hui)保障部于今年7月(yue)明確提出(chu)(chu)水(shui)平(ping)評(ping)價類技(ji)(ji)能(neng)人(ren)員職業(ye)資(zi)格退出(chu)(chu)國(guo)家(jia)職業(ye)資(zi)格目錄時間表,并就(jiu)退出(chu)(chu)目錄后(hou)續有關工作(zuo)作(zuo)出(chu)(chu)安排。
針(zhen)對水平評(ping)價(jia)類技(ji)能(neng)(neng)(neng)人(ren)(ren)員職(zhi)業(ye)(ye)資(zi)格退出國(guo)(guo)家(jia)職(zhi)業(ye)(ye)資(zi)格目錄(lu)后(hou)技(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)評(ping)價(jia)載(zai)體(ti)缺失等(deng)(deng)問(wen)(wen)題,我部于(yu)2018年底(di)啟動(dong)企(qi)(qi)業(ye)(ye)職(zhi)業(ye)(ye)技(ji)能(neng)(neng)(neng)等(deng)(deng)級(ji)認定工作試點(dian),2019年繼續擴大(da)試點(dian)范圍,并逐步在全國(guo)(guo)推(tui)開。試點(dian)工作取得(de)明顯成效,得(de)到了用人(ren)(ren)企(qi)(qi)業(ye)(ye)和廣大(da)技(ji)能(neng)(neng)(neng)勞動(dong)者的(de)普遍認同。因此,加快推(tui)動(dong)建(jian)立以市場(chang)為導向(xiang)、以企(qi)(qi)業(ye)(ye)等(deng)(deng)用人(ren)(ren)單位為主體(ti)、以職(zhi)業(ye)(ye)技(ji)能(neng)(neng)(neng)等(deng)(deng)級(ji)認定為主要方式的(de)技(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)評(ping)價(jia)制(zhi)度(du),解決職(zhi)業(ye)(ye)資(zi)格制(zhi)度(du)改革后(hou)技(ji)能(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)評(ping)價(jia)載(zai)體(ti)缺失、評(ping)價(jia)工作急需(xu)跟進等(deng)(deng)問(wen)(wen)題,已(yi)具有較好的(de)實(shi)踐基礎。
開展(zhan)(zhan)(zhan)企(qi)業技(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)評(ping)價(jia),其主(zhu)要意義包括:一是(shi)有(you)(you)利(li)于技(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)培養。評(ping)價(jia)對(dui)加(jia)(jia)強技(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)隊(dui)伍建(jian)設(she)具有(you)(you)導向(xiang)作(zuo)用(yong),通過(guo)評(ping)價(jia),可以引(yin)導加(jia)(jia)強企(qi)業職(zhi)工職(zhi)業技(ji)(ji)能(neng)培訓(xun),發(fa)展(zhan)(zhan)(zhan)技(ji)(ji)工教育,促進(jin)高質量就(jiu)業,推動產業轉(zhuan)型(xing)升(sheng)級。二是(shi)有(you)(you)利(li)于建(jian)立技(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)成長體系。通過(guo)評(ping)價(jia),暢(chang)通技(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)成長通道(dao),加(jia)(jia)強人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)激勵,提(ti)高人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)待(dai)遇和地(di)位,形成人(ren)(ren)(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)渴望(wang)成才(cai)、人(ren)(ren)(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)努力成才(cai)、人(ren)(ren)(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)皆可成才(cai)、人(ren)(ren)(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)盡(jin)展(zhan)(zhan)(zhan)其才(cai)的(de)良(liang)好局面。三是(shi)有(you)(you)利(li)于推動技(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)評(ping)價(jia)改(gai)革。人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)評(ping)價(jia)改(gai)革的(de)重點是(shi),促進(jin)評(ping)價(jia)與(yu)使用(yong)結(jie)合(he),推動企(qi)校合(he)作(zuo)、產教融合(he)。同時,受新(xin)冠肺炎疫情等影(ying)響,大規模(mo)的(de)公共活動受到一定程度的(de)限(xian)制,鼓勵企(qi)業自主(zhu)開展(zhan)(zhan)(zhan)技(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)評(ping)價(jia)活動,改(gai)變技(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)的(de)評(ping)價(jia)模(mo)式(shi),也(ye)勢在必行。
問:《通知(zhi)》有哪些(xie)政(zheng)策突破(po)或政(zheng)策亮(liang)點?
答:《通(tong)知(zhi)》最大(da)的(de)亮(liang)點就是(shi)“自(zi)主(zhu)”。《通(tong)知(zhi)》比較系統地明確(que)了(le)企(qi)業(ye)(ye)在開(kai)(kai)展(zhan)技能(neng)人才評(ping)價(jia)工作中的(de)自(zi)主(zhu)權,包括自(zi)主(zhu)確(que)定評(ping)價(jia)范(fan)圍、自(zi)主(zhu)設(she)置職業(ye)(ye)技能(neng)等級、依(yi)托(tuo)企(qi)業(ye)(ye)開(kai)(kai)發評(ping)價(jia)標(biao)準規范(fan)、自(zi)主(zhu)運用評(ping)價(jia)方(fang)法(fa)、開(kai)(kai)展(zhan)職業(ye)(ye)技能(neng)競(jing)賽評(ping)價(jia)、貫通(tong)企(qi)業(ye)(ye)技能(neng)人才職業(ye)(ye)發展(zhan)等。
一是(shi)企業自(zi)主(zhu)確定評價職業(工種)范(fan)圍(wei)。企業(ye)(ye)可(ke)結合生(sheng)產經營(ying)(ying)主業(ye)(ye),依(yi)據國家職(zhi)(zhi)業(ye)(ye)分類(lei)大典和新(xin)發布的職(zhi)(zhi)業(ye)(ye)(工(gong)種(zhong)(zhong)),自主確定(ding)評價(jia)(jia)職(zhi)(zhi)業(ye)(ye)(工(gong)種(zhong)(zhong))范(fan)圍。對(dui)職(zhi)(zhi)業(ye)(ye)分類(lei)大典未列入(ru)但企業(ye)(ye)生(sheng)產經營(ying)(ying)中實(shi)際存(cun)在(zai)的技(ji)(ji)能(neng)崗位(wei),可(ke)按(an)照相鄰相近原則對(dui)應到職(zhi)(zhi)業(ye)(ye)分類(lei)大典內職(zhi)(zhi)業(ye)(ye)(工(gong)種(zhong)(zhong))實(shi)施評價(jia)(jia)。支持企業(ye)(ye)參與新(xin)職(zhi)(zhi)業(ye)(ye)開發工(gong)作,推動較為成(cheng)熟的技(ji)(ji)能(neng)崗位(wei)納入(ru)國家職(zhi)(zhi)業(ye)(ye)分類(lei)體系。如石化企業(ye)(ye)將未列入(ru)職(zhi)(zhi)業(ye)(ye)分類(lei)大典的“鉆(zhan)井(jing)地(di)質工(gong)”,按(an)大典中的“鉆(zhan)井(jing)工(gong)”職(zhi)(zhi)業(ye)(ye),結合實(shi)際崗位(wei)要求(qiu),對(dui)職(zhi)(zhi)工(gong)開展技(ji)(ji)能(neng)評價(jia)(jia)。有些企業(ye)(ye)參與了(le)新(xin)職(zhi)(zhi)業(ye)(ye)征集工(gong)作,將“裝(zhuang)配式(shi)建(jian)筑施工(gong)員”申報確認為新(xin)職(zhi)(zhi)業(ye)(ye),為新(xin)技(ji)(ji)能(neng)崗位(wei)職(zhi)(zhi)工(gong)提供了(le)評價(jia)(jia)基礎。
二是自主設(she)置職業技能等級。企(qi)業(ye)(ye)可以國(guo)家職業(ye)(ye)技(ji)(ji)(ji)能(neng)標準(zhun)設(she)置的(de)五級(ji)(ji)(初級(ji)(ji)工(gong))、四級(ji)(ji)(中級(ji)(ji)工(gong))、三級(ji)(ji)(高級(ji)(ji)工(gong))、二(er)級(ji)(ji)(技(ji)(ji)(ji)師(shi)(shi))和一級(ji)(ji)(高級(ji)(ji)技(ji)(ji)(ji)師(shi)(shi))為(wei)基礎,自主設(she)置職業(ye)(ye)技(ji)(ji)(ji)能(neng)崗位(wei)等(deng)(deng)級(ji)(ji),形成(cheng)具有(you)(you)自身特(te)色的(de)評價等(deng)(deng)級(ji)(ji)結構,建立技(ji)(ji)(ji)能(neng)人才成(cheng)長通道。企(qi)業(ye)(ye)可設(she)置學(xue)徒工(gong)、特(te)級(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)、首席(xi)技(ji)(ji)(ji)師(shi)(shi)等(deng)(deng)崗位(wei)等(deng)(deng)級(ji)(ji),并(bing)明確其(qi)與國(guo)家職業(ye)(ye)技(ji)(ji)(ji)能(neng)標準(zhun)相應技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)(ji)之間的(de)對應關(guan)系。比如,有(you)(you)的(de)企(qi)業(ye)(ye)在高級(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)之上設(she)置了特(te)級(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)、首席(xi)技(ji)(ji)(ji)師(shi)(shi)等(deng)(deng)崗位(wei),與國(guo)家職業(ye)(ye)技(ji)(ji)(ji)能(neng)標準(zhun)中的(de)高級(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)相對應,享受政府人才政策。企(qi)業(ye)(ye)還可在技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)(ji)內細分層級(ji)(ji),以“技(ji)(ji)(ji)師(shi)(shi)”為(wei)例,有(you)(you)的(de)企(qi)業(ye)(ye)將其(qi)分為(wei)一級(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)、二(er)級(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)等(deng)(deng)。
三是自主(zhu)開發評價標(biao)準(zhun)規范。適應產業(ye)(ye)(ye)(ye)(ye)發(fa)展(zhan)和(he)(he)技(ji)(ji)術變革需求(qiu),發(fa)揮企(qi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)術優勢開發(fa)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標(biao)準(zhun)(zhun)(zhun)或(huo)評(ping)價(jia)(jia)規(gui)范(fan)(fan),建立科學合(he)理、符合(he)生產實際的(de)(de)評(ping)價(jia)(jia)標(biao)準(zhun)(zhun)(zhun)體系(xi)。企(qi)業(ye)(ye)(ye)(ye)(ye)可根據(ju)相應的(de)(de)國(guo)(guo)家(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標(biao)準(zhun)(zhun)(zhun),結合(he)企(qi)業(ye)(ye)(ye)(ye)(ye)工(gong)(gong)種(zhong)(崗位)特殊要(yao)求(qiu),對(dui)(dui)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)功能(neng)(neng)、工(gong)(gong)作(zuo)內(nei)容、技(ji)(ji)能(neng)(neng)要(yao)求(qiu)和(he)(he)申報條件等進行適當調整,原則上不低于國(guo)(guo)家(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標(biao)準(zhun)(zhun)(zhun)要(yao)求(qiu)。無相應國(guo)(guo)家(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標(biao)準(zhun)(zhun)(zhun)的(de)(de),企(qi)業(ye)(ye)(ye)(ye)(ye)可參照《國(guo)(guo)家(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標(biao)準(zhun)(zhun)(zhun)編制技(ji)(ji)術規(gui)程(cheng)》,自主開發(fa)制定企(qi)業(ye)(ye)(ye)(ye)(ye)評(ping)價(jia)(jia)規(gui)范(fan)(fan)。支(zhi)持較(jiao)為成熟(shu)和(he)(he)影響較(jiao)大的(de)(de)企(qi)業(ye)(ye)(ye)(ye)(ye)評(ping)價(jia)(jia)規(gui)范(fan)(fan),按程(cheng)序申報國(guo)(guo)家(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標(biao)準(zhun)(zhun)(zhun)。如有的(de)(de)平(ping)臺企(qi)業(ye)(ye)(ye)(ye)(ye)參照《國(guo)(guo)家(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)標(biao)準(zhun)(zhun)(zhun)編制技(ji)(ji)術規(gui)程(cheng)(2018年版)》開發(fa)了“網(wang)約配送員”“互聯網(wang)營銷師”等企(qi)業(ye)(ye)(ye)(ye)(ye)評(ping)價(jia)(jia)規(gui)范(fan)(fan),據(ju)此對(dui)(dui)職(zhi)(zhi)工(gong)(gong)開展(zhan)技(ji)(ji)能(neng)(neng)評(ping)價(jia)(jia)。
四是(shi)自主(zhu)運(yun)用評價方法。建立以職業(ye)(ye)能(neng)力為導向、以工(gong)作(zuo)業(ye)(ye)績為重(zhong)點、注重(zhong)工(gong)匠精神和職業(ye)(ye)道德養(yang)成的(de)技(ji)(ji)能(neng)人才評(ping)價(jia)(jia)體系。堅持(chi)把品德作(zuo)為評(ping)價(jia)(jia)的(de)首要內容,重(zhong)點考察勞(lao)動(dong)者執行(xing)操(cao)作(zuo)規程、進(jin)行(xing)安全生(sheng)(sheng)(sheng)產、解決生(sheng)(sheng)(sheng)產問題和完成工(gong)作(zuo)任務的(de)能(neng)力,并注重(zhong)考核崗位工(gong)作(zuo)績效,強化生(sheng)(sheng)(sheng)產服務結(jie)果(guo)(guo)、創新成果(guo)(guo)和實(shi)際(ji)貢(gong)獻。要把技(ji)(ji)能(neng)人才評(ping)價(jia)(jia)工(gong)作(zuo)融入日常生(sheng)(sheng)(sheng)產經營活動(dong)過程中(zhong),靈活運用(yong)過程化考核、模塊化考核和業(ye)(ye)績評(ping)審(shen)、直接(jie)認(ren)定等多種方式(shi)(shi)。探索利用(yong)現(xian)(xian)代信息技(ji)(ji)術,創新技(ji)(ji)能(neng)評(ping)價(jia)(jia)方式(shi)(shi)。目前,各地在實(shi)施企業(ye)(ye)技(ji)(ji)能(neng)人才自主評(ping)價(jia)(jia)時,除傳統的(de)理(li)論知識(shi)+技(ji)(ji)能(neng)操(cao)作(zuo)考核方式(shi)(shi)外,鼓(gu)勵支持(chi)企業(ye)(ye)以業(ye)(ye)績評(ping)定、現(xian)(xian)場作(zuo)業(ye)(ye)評(ping)定等方式(shi)(shi)進(jin)行(xing)技(ji)(ji)能(neng)水平認(ren)定。
五(wu)是(shi)開(kai)展(zhan)職(zhi)業技能競賽評價。發揮(hui)以(yi)賽促(cu)訓、以(yi)賽促(cu)評(ping)(ping)作(zuo)(zuo)用,將職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)競(jing)賽作(zuo)(zuo)為技(ji)(ji)能(neng)(neng)(neng)人才(cai)評(ping)(ping)價(jia)的(de)重(zhong)要方式之一(yi),促(cu)進評(ping)(ping)價(jia)工作(zuo)(zuo)公(gong)開公(gong)平公(gong)正。鼓勵企(qi)業(ye)(ye)(ye)(ye)按(an)照國(guo)家(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)標(biao)準和(he)行(xing)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)評(ping)(ping)價(jia)規范要求,大(da)力開展職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)競(jing)賽、崗位練兵、技(ji)(ji)術比(bi)武等(deng)活動(dong),并將競(jing)賽結果(guo)與職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)等(deng)級(ji)認定相銜接。支(zhi)持企(qi)業(ye)(ye)(ye)(ye)職(zhi)(zhi)工參加各(ge)級(ji)各(ge)類職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)競(jing)賽,對在(zai)職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)競(jing)賽中取得(de)優(you)異成績的(de)人員,可(ke)(ke)(ke)按(an)規定晉升(sheng)(sheng)相應職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)等(deng)級(ji)。比(bi)如,對國(guo)家(jia)級(ji)一(yi)類職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)競(jing)賽各(ge)職(zhi)(zhi)業(ye)(ye)(ye)(ye)(工種(zhong))決賽單(dan)人賽項獲前(qian)5名(ming)、雙人賽項獲前(qian)3名(ming)、三(san)人賽項獲前(qian)2名(ming)的(de)選手,可(ke)(ke)(ke)直接晉升(sheng)(sheng)技(ji)(ji)師職(zhi)(zhi)業(ye)(ye)(ye)(ye)資格(ge)或職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)等(deng)級(ji),已具有技(ji)(ji)師職(zhi)(zhi)業(ye)(ye)(ye)(ye)資格(ge)或職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)等(deng)級(ji)的(de),可(ke)(ke)(ke)晉升(sheng)(sheng)高級(ji)技(ji)(ji)師職(zhi)(zhi)業(ye)(ye)(ye)(ye)資格(ge)或職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)等(deng)級(ji)。

為(wei)支持企(qi)(qi)(qi)業開展(zhan)自主評(ping)(ping)價(jia)工(gong)(gong)作(zuo)(zuo),《通知》還(huan)提(ti)出,加強企(qi)(qi)(qi)業評(ping)(ping)價(jia)基(ji)礎能(neng)力建設(she),發揮已有職業技(ji)能(neng)鑒定(ding)技(ji)術優勢和(he)組織(zhi)優勢,依托設(she)在企(qi)(qi)(qi)業的(de)職業技(ji)能(neng)鑒定(ding)所站、高技(ji)能(neng)人(ren)(ren)才(cai)培訓(xun)基(ji)地和(he)技(ji)能(neng)大師工(gong)(gong)作(zuo)(zuo)室等組織(zhi)開展(zhan)評(ping)(ping)價(jia)工(gong)(gong)作(zuo)(zuo)。鼓勵備案(an)企(qi)(qi)(qi)業申(shen)請為(wei)社會培訓(xun)評(ping)(ping)價(jia)組織(zhi),為(wei)其它中小(xiao)企(qi)(qi)(qi)業和(he)社會人(ren)(ren)員提(ti)供(gong)人(ren)(ren)才(cai)評(ping)(ping)價(jia)服務。深化產(chan)教融合(he)、企(qi)(qi)(qi)校合(he)作(zuo)(zuo),支持企(qi)(qi)(qi)業為(wei)院校學(xue)生提(ti)供(gong)人(ren)(ren)才(cai)評(ping)(ping)價(jia)服務,引導院校科學(xue)合(he)理設(she)置專業和(he)課程(cheng)。
問:如(ru)何組織(zhi)實施?
答:一是加強組織領導(dao)。要牢(lao)固樹立為(wei)企(qi)業服(fu)務的意識,支持企(qi)業開展技能(neng)人才評(ping)(ping)價。健(jian)全(quan)工(gong)(gong)(gong)作(zuo)機制(zhi),完善工(gong)(gong)(gong)作(zuo)規程(cheng),指導企(qi)業制(zhi)定工(gong)(gong)(gong)作(zuo)方案(an)(an),優化(hua)服(fu)務流(liu)程(cheng),簡化(hua)工(gong)(gong)(gong)作(zuo)程(cheng)序,采取(qu)上門(men)服(fu)務、現場(chang)集中辦理、網(wang)上申報、告知承諾、網(wang)絡(luo)核驗等方式,積(ji)極做(zuo)好(hao)評(ping)(ping)價備案(an)(an)服(fu)務工(gong)(gong)(gong)作(zuo)。加快工(gong)(gong)(gong)作(zuo)進度(du),定期調度(du)工(gong)(gong)(gong)作(zuo)進展情況,及時研究解(jie)決工(gong)(gong)(gong)作(zuo)中出現的新(xin)情況新(xin)問(wen)題。
二(er)是強(qiang)化質量督導(dao)。按照(zhao)屬地原則(ze),加強(qiang)對本地區企業(ye)(ye)技能人(ren)才(cai)評(ping)(ping)(ping)價(jia)工作(zuo)質量(liang)督導(dao),建立評(ping)(ping)(ping)價(jia)質量(liang)信用評(ping)(ping)(ping)估機制(zhi),動態公布評(ping)(ping)(ping)估結(jie)果。建立信息互通、結(jie)果互認(ren)機制(zhi),企業(ye)(ye)所在(zai)地人(ren)力資源社會(hui)保障部(bu)門要加強(qiang)與(yu)企業(ye)(ye)子(zi)公司所在(zai)地人(ren)力資源社會(hui)保障部(bu)門的溝(gou)通銜接。
三是做(zuo)好服(fu)務保障。人(ren)(ren)(ren)(ren)力(li)(li)資源(yuan)社(she)會保(bao)(bao)(bao)障(zhang)部門(men)要(yao)加(jia)強信(xin)(xin)息(xi)化建設,向(xiang)社(she)會提供(gong)證(zheng)書信(xin)(xin)息(xi)查詢服(fu)務。企業(ye)按(an)規(gui)定頒發(fa)的職(zhi)業(ye)技(ji)(ji)能(neng)等(deng)級證(zheng)書,納(na)入各級人(ren)(ren)(ren)(ren)力(li)(li)資源(yuan)社(she)會保(bao)(bao)(bao)障(zhang)部門(men)建設的證(zheng)書查詢系統,向(xiang)社(she)會公開。人(ren)(ren)(ren)(ren)力(li)(li)資源(yuan)社(she)會保(bao)(bao)(bao)障(zhang)部門(men)要(yao)將取得職(zhi)業(ye)技(ji)(ji)能(neng)等(deng)級證(zheng)書的人(ren)(ren)(ren)(ren)員(yuan)納(na)入人(ren)(ren)(ren)(ren)才(cai)統計范(fan)圍,并按(an)規(gui)定落(luo)實相應(ying)人(ren)(ren)(ren)(ren)才(cai)政策(ce)。大力(li)(li)宣傳企業(ye)技(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)才(cai)評(ping)價工作(zuo)的重(zhong)要(yao)意義、主要(yao)舉措和(he)經驗成效,營造(zao)關心、支持技(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)才(cai)評(ping)價制(zhi)度改革(ge)和(he)技(ji)(ji)能(neng)人(ren)(ren)(ren)(ren)才(cai)成長(chang)成才(cai)的良好社(she)會氛圍。
