三、享(xiang)受(shou)人群(qun)
創(chuang)新人才(cai)是事業(ye)單(dan)(dan)(dan)位高(gao)層(ceng)次人才(cai)隊(dui)伍(wu)的重(zhong)要組成(cheng)部(bu)分,主(zhu)(zhu)要是指事業(ye)單(dan)(dan)(dan)位聘用(yong)在(zai)專業(ye)技(ji)術崗(gang)位上從事科技(ji)創(chuang)新或科技(ji)成(cheng)果轉化工作(zuo)的科研人員。創(chuang)新人才(cai)由事業(ye)單(dan)(dan)(dan)位根據推(tui)動知識和科技(ji)創(chuang)新需(xu)要,自主(zhu)(zhu)確(que)定。
四、申辦(ban)程序和所需材料(liao)
人力資源社(she)會保(bao)障部門對創(chuang)新人才(cai)薪(xin)(xin)酬激勵措(cuo)施不作審批。經主管(guan)部門同(tong)意,事業單位可(ke)(ke)(ke)自主與(yu)創(chuang)新人才(cai)協商確(que)定(ding)協議(yi)工資、年薪(xin)(xin)、項目工資水平;可(ke)(ke)(ke)與(yu)創(chuang)新人才(cai)協議(yi)明確(que)配(pei)股、分紅及分配(pei)辦法(fa);可(ke)(ke)(ke)自行確(que)定(ding)創(chuang)新人才(cai)突出貢獻獎(jiang)(jiang)獎(jiang)(jiang)勵額度;可(ke)(ke)(ke)自主與(yu)創(chuang)新人才(cai)協商確(que)定(ding)離崗創(chuang)業期間的基本待(dai)遇。
